for the following rivers in New Mexico...

  Black River above Black River Malaga 5W affecting Eddy County

Runoff from heavy rainfall this morning will result in a quick
secondary rise of the Black River 5W of Malaga. The river will crest
near 19 feet this evening before quickly dropping back down below action
stage early Tuesday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area.  Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it.  You and your vehicle could be swept downstream in rushing
floodwaters.  Turn around, don`t drown!

River levels are high.  Ranchers and farmers should move livestock
and machinery out of flood-prone areas if time permits.

Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

  continue to rise to near 16.6 feet (5.1 meters) by this evening.
  The river will fall below flood stage by tonight.
* Impact...At 17.0 feet (5.2 meters), the river reaches moderate flood
  stage, flooding a considerable amount of farmland along the west
  bank.

This crest compares to a previous crest of 17.4 feet (5.3 meters) on

  afternoon.  The river will fall below flood stage by this evening.
* Impact...At 18.0 feet (5.5 meters), the canyon reaches moderate
  flood stage.  A few residences and businesses nearest to the bank
  near the U.S. Highway 285 bridge (Canal Street) in Carlsbad begin
  to flood.

...The National Weather Service in Midland has issued a flood warning
for the following rivers in New Mexico...

  Pecos River below Carlsbad 2E, below Dark Canyon affecting Eddy
  County
  Dark Canyon Draw at Dark Canyon Carlsbad affecting Eddy County

Runoff from heavy rainfall over the area this morning will result in
a quick secondary rise of the Dark Canyon Draw & Pecos River at Carlsbad.
Both rivers will crest this evening before quickly dropping below
action stage.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area.  Vehicle-related fatalities are the
